✊ A Significant Victory After a Long Legal Struggle — The Union Has Moved Forward!
The Department of Posts’ order dated 16 September 2026 is undoubtedly an important development for All India Postal Employees Union, Group ‘C’ (AIPEU Group ‘C’) and its members. After a prolonged legal struggle of more than three and a half years, the Union has succeeded in securing restoration of several essential Trade Union facilities, even though formal recognition has not yet been restored.
The order is issued in compliance with the judgment of the Hon’ble High Court of Jharkhand dated 06.12.2025, which directed the Department to extend to AIPEU Group ‘C’ treatment similar to that already available to BPEF and its affiliated associations.
🔥 What has been achieved?
The Department has extended five important facilities to the Union:
1. Channel of communication with the Department.
2. Meetings with senior officers at Circle, Regional and Divisional levels.
3. Office accommodation, subject to availability.
4. Special Casual Leave for seven office-bearers at Circle/Regional/Divisional levels for conferences, executive committee meetings and seminars.
5. Immunity in transfer for two office-bearers at the respective levels from Headquarters.
These are not merely administrative concessions. They restore the Union’s practical space to function, communicate, organise and represent its members.
At the same time, the order makes it clear that these facilities do not amount to restoration of formal recognition. They will remain operative until completion of the membership verification process or the outcome of LPA No. 436 of 2026, whichever is earlier. Therefore, the legal and organisational struggle is not necessarily at its final destination.
✊ But the message is unmistakable: the Union has moved on.
The Department could not ignore the judicial direction, and the long legal battle has produced a tangible result. The Union’s perseverance, collective strength and faith in justice have secured institutional facilities that are vital for protecting the interests of its members.
Recognition may still remain to be achieved, but the Union has regained its functional rights and its organisational space.
This victory belongs not to one individual, but to every member, every office-bearer and every comrade who stood firm during difficult times.
🚩 Three and a half years of struggle have taught us one lesson:
Rights may be delayed, but determined collective action can never be defeated.
Let us welcome this development with confidence, strengthen the organisation at every level and continue the struggle peacefully, democratically and legally until the remaining issues are resolved.
