ପେନସନ ଆନ୍ଦୋଳନରେ ସାମିଲ ସମସ୍ତ କର୍ମଚାରୀ ଓ ନେତୃମଣ୍ଡଳୀଙ୍କୁ କ୍ରାନ୍ତିକାରୀ ଅଭିନନ୍ଦନ

ସବୁ କଳ୍ପନାଜଳ୍ପନାର ଅନ୍ତ ଘଟେଇ ଆଜି (୨୪ ଅଗଷ୍ଟ ୨୦୨୪) କେନ୍ଦ୍ର କ୍ୟାବିନେଟ ପୁରୁଣା ପେନସନ ଯୋଜନା (ଓପିଏସ୍) ଓ ଜାତୀୟ ପେନସନ ଯୋଜନା(ଏନପିଏସ୍) ବଦଳରେ ଏକୀକୃତ ପେନସନ ଯୋଜନା (ୟୁନିଫାଏଡ୍ ପେନସନ ସ୍କିମ୍ ବା ୟୁପିଏସ୍) ନାମରେ ଏକ ନୂଆ ପେନସନ ଯୋଜନାକୁ ମଂଜୁରୀ ପ୍ରଦାନ‌ କରିଛନ୍ତି। ପ୍ରାରମ୍ଭିକ ତଥ୍ୟରୁ ମୋଟାମୋଟି ଯାହା ଜଣା ପଡ଼ୁଛି, ଓପିଏସ୍ ଭଳି ଏହି ଯୋଜନାରେ କର୍ମଚାରୀମାନେ ଶେଷ ୧୨ମାସ ହାରାହାରି ମୂଳ ଦରମାର ୫୦% ପେନସନ ଆକାରରେ ପାଇବେ। ପୁରା ପେନସନ ପାଇବା ପାଇଁ ସର୍ବନିମ୍ନ ୨୫ ବର୍ଷର ଚାକିରୀ ଆବଶ୍ୟକ। ନହେଲେ ସମୟ ଯେଉଁ  ଅନୁପାତରେ କମିବ, ସର୍ବନିମ୍ନ ୧୦ ବର୍ଷରୁ ଉର୍ଦ୍ଧ ଚାକିରୀ ପାଇଁ ପେନସନ ସମାନୁପାତିକ ହାରରେ କମିଯିବ।  ଫାମିଲି ପେନସନ ୬୦% ରହିବା ସହ ୧୦ ବର୍ଷ ଚାକିରୀ କରିଥିଲେ ସର୍ବନିମ୍ନ ପେନସନ ୧୦୦୦୦ ଟଙ୍କା ହେବ। ମହଙ୍ଗା ଭତ୍ତା ମଧ୍ୟ ପୂର୍ବ ଭଳି ବଳବତ୍ତର ରହିବ। ପ୍ରତି ୬ ମାସ ଚାକିରୀ ପାଇଁ ଅବସର ଗ୍ରହଣ ମାସର‌ ମୂଳ ଦରମା ଓ ମହଙ୍ଗା ଭତ୍ତାର ଏକ ଦଶାଂଶ ଗ୍ରାଚୁଇଟି ଆକାରରେ ମିଳିବ  ଯାହା ମୂଳ ପେନସନକୁ ପ୍ରଭାବିତ କରିବ ନାହିଁ।


  ଏନପିଏସର ସମ୍ପୂର୍ଣ୍ଣ  ମୂଳୋତ୍ପାଟନ କରି  ଓପିଏସର ପୁନଃ ‌ପ୍ରଚଳନ କରିବା ପାଇଁ  ସରକାରଙ୍କ ପାଖରେ କର୍ମଚାରୀ ପକ୍ଷର ଦାବି ରହିଥିଲା । କିନ୍ତୁ ସରକାର ଏନପିଏସକୁ ପରିବର୍ତ୍ତିତ କରି ପୁରାତନ ପେନସନ ଯୋଜନା ଭଳି ମୂଳ ଦରମାର ୫୦% ପେନସନ ଦେବା ପାଇଁ ୟୁପିଏସରେ କହିଥିଲେ  ବି ଅନେକ କିଛି ଅସ୍ପଷ୍ଟ ଅଛି। ଏହା ଓପିଏସର ସଠିକ ବିକଳ୍ପ  ନୁହେଁ । ଗେଜେଟ୍ ନୋଟିଫିକେସନ୍ ପରେ ଭଲମନ୍ଦ ସବୁ ଜଣାପଡିବ। ଅଧିକନ୍ତୁ , ପେନସନ କମିଟି ତାଙ୍କର ରିପୋର୍ଟ ଦାଖଲ କରିଛନ୍ତି କି ନାହଁ, ଏଯାଏଁ ସାର୍ବଜନୀନ ହୋଇନାହିଁ। ତେଣୁ ସରକାରଙ୍କ ଆଜିର ନିଷ୍ପତ୍ତି କେଉଁ ଆଧାରରେ ହେଲା ତାହା ଦ୍ୱନ୍ଦରେ। ତଥାପି,  ନାହିଁ ମାମୁଁ ଠାରୁ କ’ଣା ମାମୁଁ ଭଲ, ଏହି ନ୍ୟାୟରେ‌ ବର୍ତ୍ତମାନ ବୁଝିବାକୁ ପଡିବ। 


  ୨୦୦୪ରୁ ୨୦୨୪, ଦୀର୍ଘ ୨୦ ବର୍ଷର ସଂଘର୍ଷ କିଛି କମ୍‌ କଥା ନୁହେଁ। ବିଶେଷ ଭାବେ ୨୦୨୩ର ବର୍ଷ ତମାମ ସଂଘର୍ଷ ପେନସନ କମିଟି ବସେଇବା ସହ କର୍ମଚାରୀ ପକ୍ଷ ସହ ଏକାଧିକ ଆଲୋଚନା ପାଇଁଁ କେନ୍ଦ୍ର ସରକାରଙ୍କୁ ଏକରକମ ବାଧ୍ୟ କରିଥିଲା ବୋଲି କହିଲେ କିଛି ଅତ୍ୟୁକ୍ତି ହେବନାହିଁ। ଏହି ଐତିହାସିକ ସଂଘର୍ଷରେ ପ୍ରତ୍ୟକ୍ଷ ଓ ପରୋକ୍ଷ ଭାବେ ଭାଗନେଇଥିବା ଜାତୀୟ ଯୁଗ୍ମ କାର୍ଯ୍ୟକାରିଣୀ ପରିଷଦ(ଏନଜେସିଏ) ଓ ଜେଏଫଆରଓପିଏସ ଅନ୍ତର୍ଗତ ସମସ୍ତ ସଂଗଠନ ସହ କେନ୍ଦ୍ରୀୟ ଶ୍ରମିକ ସଂଗଠନଗୁଡ଼ିକର ସମସ୍ତ ସଂଗ୍ରାମୀ ସାଥୀ ତଥା ତୃଣମୂଳ ସ୍ତରରୁ କେନ୍ଦ୍ରୀୟ ହେଡକ୍ୱାଟର୍ସ ପର୍ଯ୍ୟନ୍ତ ସମସ୍ତ ନେତୃମଣ୍ଡଳୀଙ୍କୁ କେନ୍ଦ୍ର ସରକାରୀ କର୍ମଚାରୀ ଓ ଶ୍ରମିକ ପରିସଂଘ, ଓଡ଼ିଶା ରାଜ୍ୟ ସମନ୍ୱୟ ସମିତି ତରଫରୁ କ୍ରାନ୍ତିକାରୀ ଅଭିନନ୍ଦନ ଓ ଗଭୀର କୃତଜ୍ଞତା।


କୌଣସି ସଂଘର୍ଷ କେବେ ସମ୍ପୂର୍ଣ୍ଣ ବିଫଳ ହୁଏନି। ଆଜିର ଏ ଆଂଶିକ ସଫଳତା ତା'ର ପ୍ରମାଣ। ହେଲେ, ଏହା ପେନସନ ଆନ୍ଦୋଳନର ଶେଷ ପର୍ଯ୍ୟାୟ ବୋଲି ବିବେଚନା କରିବା ଆଦୌ ଠିକ୍ ହେବନାହିଁ। ଗେଜେଟ୍ ନୋଟିଫିକେସନ୍ ପ୍ରକାଶିତ ହେଲାପରେ ପୁଙ୍ଖାନୁପୁଙ୍ଖ ବିଶ୍ଳେଷଣ କଲେ ଭଲମନ୍ଦ ସବୁ ସାମ୍ନାକୁ ଆସିବ। ସେତେବେଳେ ପୁଣି ଆଗାମୀ ପଦକ୍ଷେପ କ’ଣ ହେବ ଚିନ୍ତାକରିବାକୁ ପଡିବ। ତେଣୁ ସମସ୍ତ ଏନପିଏସ୍ ଉପଭୋକ୍ତାଙ୍କୁ ସେ ପର୍ଯ୍ୟନ୍ତ ଅପେକ୍ଷା କରିବାକୁ ବିନମ୍ର ନିବେଦନ।

Cabinet approves Unified Pension Scheme

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, today approved the Unified Pension Scheme (UPS).

The salient features of the UPS are:

  1. Assured pension: 50% of the average basic pay drawn over the last 12 months prior to superannuation for a minimum qualifying service of 25 years. This pay is to be proportionate for lesser service period upto a minimum of 10 years of service.
  2. Assured family pension: @60% of pension of the employee immediately before her/his demise.
  3. Assured minimum pension: @10,000 per month on superannuation after minimum 10 years of service.
  4. Inflation indexation: on assured pension, on assured family pension and assured minimum pension

Dearness Relief based on All India Consumer Price Index for Industrial Workers (AICPI-IW) as in case of service employees

  1. lump sum payment at superannuation in addition to gratuity

1/10th of monthly emoluments (pay + DA) as on the date of superannuation for every completed six months of service this payment will not reduce the quantum of assured pension

Unified Pension Scheme gets Cabinet nod, promises family and guaranteed minimum pensions

 


Prime Minister Narendra Modi led Union Cabinet on Saturday approved the Unified Pension Scheme (UPS), designed to offer guaranteed pensions, family pensions, and a minimum assured pension. "This scheme will benefit 23 lakh central government employees," announced Union Minister Ashwini Vaishnaw.

Assured pension: The scheme guarantees a pension equal to 50% of the last 12 months' basic salary for government employees who have served at least 25 years.

Family Pension: If a pensioner dies, their family will receive 60% of the pension amount the deceased was receiving.

Minimum pension: The scheme guarantees a monthly pension of Rs 10,000 for government employees who retire after at least 10 years of service.

Under the new scheme, the central government's contribution to the pension will increase to 18 percent, up from the current 14 percent, while employees' contribution will remain at 10 percent.

The Cabinet has approved the continuation of three existing schemes, which have now been combined into a new central scheme called ‘Vigyan Dhara’ under the Department of Science and Technology (DST). The plan has a proposed budget of Rs 10,579.84 crore for the period from 2021-22 to 2025-26.

Apart from that, the government also approved the ‘BioE3 Policy’ from the Department of Biotechnology. This policy aims to boost high-performance biomanufacturing by supporting research, development, and entrepreneurship in key sectors.

      India Post, the largest postal network in the world, has been an integral part of Indian society for over 170 years. It has evolved from a traditional postal service to a modern and diversified network, connecting millions of people across the length and breadth of the country. Among its many services, India Post plays a crucial role in delivering Rakhi mails during the festival of Raksha Bandhan, a celebration of the bond between brothers and sisters. The emotional significance of Rakhi mails, combined with the extensive reach of India Post, makes this service one of the most cherished in the country.  

     Raksha Bandhan is a traditional Indian festival that celebrates the bond between brothers and sisters. The festival is marked by the sister tying a Rakhi, a sacred thread, on her brother's wrist, symbolizing her love and prayers for his well-being, while the brother promises to protect her. This ritual is often accompanied by the exchange of gifts and sweets. For those separated by distance, the postal service becomes the vital link that ensures the Rakhi reaches the brother on time. India Post has historically been the preferred medium for sending Rakhis across the country. The tradition of sending Rakhi mails dates back to the early days of the postal service, and over the decades, it has grown in both scale and complexity. The emotional value attached to the timely delivery of Rakhi mails makes it a critical service, especially in rural and remote areas where alternative means of communication may be limited. 

       To manage the surge in mail traffic during Raksha Bandhan, India Post implements several strategic measures. These include the deployment of additional resources, extension of working hours, and the use of technology to track and manage mail flow. Special arrangements are made to ensure that Rakhis are delivered on time, even to the most remote corners of the country. India Post introduces specially designed Rakhi envelopes that are sturdier and more attractive. These envelopes are available at post offices across the country and are priced affordably to encourage widespread use. Additionally, India Post offers special services like Speed Post and Express Parcel, which guarantee faster delivery. These services are particularly popular during the Raksha Bandhan season, as they ensure that Rakhis reach their destination in a timely manner. During Raksha Bandhan, post offices extend their working hours to accommodate the increased volume of mail. Additional staff is deployed at sorting centers and post offices to ensure that the process of sorting and dispatching Rakhi mails is expedited. In many cases, temporary workers are hired to handle the seasonal spike in mail traffic. India Post has increasingly leveraged technology to improve the efficiency of its services. The introduction of the e-Post and SMS tracking services has made it easier for customers to send and track their Rakhi mails. E-Post allows customers to send digital versions of their Rakhis, which are then printed and delivered by the postal department. This service has gained popularity, particularly among the younger generation, who appreciate the convenience of digital communication. 

     India Post handles millions of Rakhi mails every year. The exact number varies depending on various factors, including the date of the festival and the geographical distribution of the population. However, some trends and figures can be highlighted to illustrate the scale of this operation. In recent years, India Post has reported handling approximately 20-30 million Rakhi mails annually. This figure includes both traditional mails and parcels, as well as digital Rakhis sent via e-Post. The volume of Rakhi mails typically peaks in the week leading up to Raksha Bandhan, with post offices across the country processing several hundred thousand items daily during this period. Rakhi mails contribute significantly to the revenue of India Post. The sale of special Rakhi envelopes, along with the charges for Speed Post and Express Parcel services, generates substantial income. During the Raksha Bandhan season, India Post's revenue from mail services can see a 15-20% increase compared to regular months. This spike in revenue is indicative of the cultural importance of the festival and the reliance of the population on India Post's services. India Post prides itself on its ability to deliver Rakhi mails on time, even in the most challenging circumstances. According to internal reports, the on-time delivery rate for Rakhi mails exceeds 95%, with the majority of delays occurring in remote or inaccessible areas. This high level of performance is achieved through meticulous planning, the use of technology, and the dedication of postal workers.

  Despite its best efforts, India Post faces several challenges in delivering Rakhi mails, particularly in the modern context where digital communication is becoming increasingly prevalent. India is a vast and diverse country with significant geographical variations. Delivering Rakhis to remote and inaccessible areas remains a major challenge. In regions with difficult terrain, such as the Himalayas or the north eastern states, postal workers often have to rely on unconventional means of transport, including foot or animal carriers, to reach their destination. This can lead to delays, despite the best efforts of the postal department. The rise of private courier companies has posed a significant challenge to India Post. These companies often offer faster delivery times and more sophisticated tracking systems, which appeal to a tech-savvy population. However, India Post remains competitive due to its extensive reach, particularly in rural areas where private couriers may not have a presence. The increasing popularity of digital communication tools, such as instant messaging and video calls, has led to a decline in traditional mail services. While many people still prefer to send a physical Rakhi by post, others are opting for digital alternatives, which can be sent instantly and at a lower cost. This shift in consumer behavior presents a long-term challenge for India Post, which must adapt to changing market dynamics. The surge in mail volume during Raksha Bandhan places a significant strain on India Post's operational resources. Sorting centers and post offices may become congested, leading to delays and errors in mail handling. Additionally, the temporary workforce employed during this period may lack the experience and training of regular postal workers, which can impact the quality of service. 

  India Post has implemented several initiatives to address the challenges it faces in delivering Rakhi mails. These initiatives aim to enhance the efficiency, reliability, and appeal of its services, ensuring that it remains the preferred choice for sending Rakhis across India. To cater to the growing demand for digital communication, India Post has expanded its range of digital services. The e-Post service, which allows customers to send digital Rakhis, has been promoted extensively in recent years. Additionally, India Post has introduced mobile apps and online portals that allow customers to track their mails and parcels in real-time, providing greater transparency and convenience. Recognizing the competition from private couriers, India Post has explored partnerships and collaborations with these companies to leverage their strengths. By combining its extensive reach with the technological capabilities of private couriers, India Post can offer a more comprehensive and competitive service. India Post has invested in the modernization of its infrastructure to improve the efficiency of its services. This includes the upgrade of sorting centers with automated sorting machines, the expansion of its fleet of delivery vehicles, and the implementation of advanced tracking systems. These improvements have enhanced the capacity of India Post to handle the surge in Rakhi mails during the festival season. To address the operational strain caused by the surge in mail volume, India Post has launched customer awareness campaigns. These campaigns encourage customers to send their Rakhi mails well in advance of the festival, reducing the last-minute rush and ensuring timely delivery. Additionally, India Post has promoted the use of its premium services, such as Speed Post, to guarantee faster delivery times. 

    As India continues to modernize and digitize, the role of India Post in sending Rakhi mails will inevitably evolve. While the traditional practice of sending physical Rakhis by post will likely continue for the foreseeable future, the increasing preference for digital communication will influence the future landscape of this service. The future of Rakhi mails may lie in the integration of traditional and digital services. India Post could explore innovative solutions that combine the emotional value of a physical Rakhi with the convenience of digital communication. For example, customers could send a digital message along with their physical Rakhi, or order customized Rakhis online that are delivered by post. Such hybrid services would cater to the diverse preferences of customers, ensuring that India Post remains relevant in the digital age. As environmental concerns gain prominence, India Post could introduce eco-friendly Rakhi envelopes and packaging materials. This would appeal to environmentally conscious customers and align with global trends towards sustainability.  Dear Comrades,

Today (21.08.2024) a team of the Puri District Committee of Central Govt Employees and Workers under the leadership of Com. Rajesh Bohidar met Dr. Sambit Patra, Hon'ble M P (Lok Sabha), Puri Constituency and submitted a memorandum for opening of CGHS Wellness Centre in Puri. As informed, Hon'ble  MP has assured to take up the issue with every priority. Though he tried to call the  Director, CGHS, Delhi over phone in front of our representatives, he failed to discuss as the Director CGHS was in a meeting. As told, he will call later and  also write to CGHS Director regarding this issue.

Thanks the entire Team of  Puri District Committee of Central Govt Employees and Workers for their sincere effort in this regard.

           ଯେଉଁ ସମୟରେ ଭାରତ ସହ ସାରା ବିଶ୍ବରେ ଧାର୍ମିକ ଉତ୍ତେଜନା ବୃଦ୍ଧି ପାଉଛି, ସେହିଭଳି ଏକ ଘଡିସନ୍ଧି ମୂହୁର୍ତ୍ତରେ ପ୍ରଧାନମନ୍ତ୍ରୀଙ୍କ ବକ୍ତବ୍ୟ ସର୍ବାଦୌ ଗ୍ରହଣୀୟ ଓ ବହୁତ ପ୍ରଶଂସନୀୟ ମଧ୍ୟ। ସାଧାରଣ ଜନତା ବି ସେଇ କଥା ଚାହାନ୍ତି କି ଦେଶରେ ଧର୍ମନିରପେକ୍ଷତା ସହ ସମ୍ବିଧାନ ପ୍ରଦତ୍ତ ନ୍ୟାୟ, ସ୍ୱତନ୍ତ୍ରତା, ସମାନତା ଓ ଭାତୃତ୍ବ ଭଳି ସମସ୍ତ ଗଣତାନ୍ତ୍ରିକ ମୂଲ୍ୟବୋଧ ଚିରକାଳ ଅକ୍ଷୁର୍ଣ୍ଣ ରହୁ। କିନ୍ତୁ ପ୍ରଧାନମନ୍ତ୍ରୀଙ୍କ ଏ ବକ୍ତବ୍ୟ ଉପରେ ଦେଶବାସୀଙ୍କ ମତାମତ ଯାହା ରହୁନା କାହିଁକି, ସରକାର ଚାହିଁଲେ ନିକଟ ଅତୀତରେ ବଦଳି ଥିବା  ଅନ୍ୟାନ୍ୟ ନିୟମ କାନୁନ ଭଳି ଏହା ମଧ୍ୟ ବଦଳି ଯିବା କିଛି ଅସମ୍ଭବ ନୁହେଁ। ହେଲେ ଯେଉଁ କଥା କୁହା ଯାଉଛି, ସେହିଭଳି ସହିଂତା ପ୍ରଣୟନ କରିବା ଏବଂ ଧର୍ମନିରପେକ୍ଷତାକୁ ବଜାୟ ରଖି ସବୁ ଗୋଷ୍ଠୀ ଓ ସମ୍ପ୍ରଦାୟ ପାଇଁ ସମାନ ଭାବରେ ତାକୁ ଅକ୍ଷରେ ଅକ୍ଷରେ କାର୍ଯ୍ୟକାରୀ କରିବା ନେଇ ଅନେକ ସନ୍ଦେହ ତଥା ପ୍ରଶ୍ନବାଚୀ ସୃଷ୍ଟି ହେବା ସ୍ବଭାବିକ। କାରଣ, ଅଧିକାଂଶ କ୍ଷେତ୍ରରେ ସରକାରୀ ନିୟମ ଓ ସେସବୁର କାର୍ଯ୍ୟକାରିତାରେ ପାତରଅନ୍ତର ଆଜିକାଲି ଏକ ସାଧାରଣ  ଘଟଣା। ସମାନ ନିୟମକୁ ଭିନ୍ନଭିନ୍ନ ଢଙ୍ଗରେ ଲାଗୁ କରିବା ନେଇ ବହୁ ଉଦାହରଣ ମହଜୁଦ; କେଉଁଠି କିଏ ଫଶିଗଲାଣି  ତ ଆଉ କେଉଁଠି କିଏ ଖସିଗଲାଣି। ସମାନ ନିୟମରେ କେତେବେଳେ କେଉଁ ବ୍ୟକ୍ତି ବା ଅନୁଷ୍ଠାନକୁ ଅଯଥା ଅନୁଗ୍ରହ ପ୍ରାପ୍ତ ହେଉଛି ତ ଅନ୍ୟ କାହାପାଇଁ ଦୃଷ୍ଟିଭଙ୍ଗୀ ବଦଳି ଯାଉଛି। ଧର୍ମନିରପେକ୍ଷତାକୁ ଆଖି ଆଗରେ ରଖି ଗୋଟିଏ ଉଦାହରଣରୁ ଆଲୋଚନାକୁ ଆଗକୁ ନେବା ଉଚିତ୍ ହେବ।

       ଉତ୍ତମ ଆଚରଣ ଓ ଉଚ୍ଚାରଣ ସହ ସରକାରୀ ଚାକିରୀରେ ସତ୍ୟନିଷ୍ଠା, ଶୋଭନୀୟତା, ଶିଷ୍ଟତା, ତତ୍ପରତା, ନିରପେକ୍ଷତା ଓ କର୍ତ୍ତବ୍ୟପରାୟଣତା ଆଦି ବଜାୟ ରଖିବା ପାଇଁ କେନ୍ଦ୍ର ସରକାର ସାମରିକ, ରେଳବାଇ ଏବଂ ସର୍ବଭାରତୀୟ ସେବା ଅନ୍ତର୍ଭୁକ୍ତ ତଥା କିଛି ନିର୍ଦ୍ଦିଷ୍ଟ ଅଧିନିୟମରେ କାର୍ଯ୍ୟ କରୁଥିବା କର୍ମଚାରୀଙ୍କ ପାଇଁ ଅଲଗା ଅଲଗା ଆଚରଣ ବିଧି ପ୍ରଣୟନ କରିଥିବା ବେଳେ, ଅନ୍ୟ ସମସ୍ତ କର୍ମଚାରୀଙ୍କ ପାଇଁ କେନ୍ଦ୍ରୀୟ ବେସାମରିକ ସେବା (ଆଚରଣ) ନିୟମାବଳୀ, ୧୯୬୪ ପ୍ରଣୟନ କରିଛନ୍ତିି। ଯେ କୌଣସି କର୍ମଚାରୀ ତାକୁ ଦିଆଯାଇଥିବା ନିର୍ଦ୍ଦିଷ୍ଟ କ୍ଷମତାର ପ୍ରୟୋଗ ପୂର୍ବକ ବ୍ୟକ୍ତିଗତ ସ୍ୱାର୍ଥ ଓ ଲିଙ୍ଗଗତ ଭେଦଭାବରୁ ଉର୍ଦ୍ଧରେ ଏବଂ  ଦେଶ ଓ ଦଶର ସ୍ୱାର୍ଥରେ ନିଜ ବିବେକ ଓ ବୁଦ୍ଧିର ସର୍ବୋତ୍ତମ ପ୍ରୟୋଗ ଦ୍ୱାରା ସମ୍ପୂର୍ଣ୍ଣ ଧର୍ମନିରପେକ୍ଷତାର ସହ ପ୍ରତ୍ୟେକଟି ସରକାରୀ କାର୍ଯ୍ୟକୁ ଶୃଙ୍ଖଳିତ ଭାବେ ଯଥା ସମୟରେ ସ୍ୱଚ୍ଛତାର ସହ ସମ୍ପାଦନ କରିବା ଏହି ନିୟମାବଳୀର ଲକ୍ଷ୍ୟ। ସର୍ବୋପରି,  ୧୯୬୪ର ଏହି ନିୟମାବଳୀର ଧାରା - ୫ରେ କୌଣସି ରାଜନୈତିକ ଦଳ ବା ରାଜନୀତିରେ ଭାଗ ନେଉଥିବା କୌଣସି ସଂଗଠନର ସଦସ୍ୟତା ଗ୍ରହଣ କରିବାକୁ ଅଥବା କୌଣସି ରାଜନୈତିକ କାର୍ଯ୍ୟକ୍ରମରେ ଭାଗନେବାକୁ କିମ୍ବା ଏଭଳି ଦଳୀୟ ବା ସାଂଗଠନିକ କାର୍ଯ୍ୟକ୍ରମକୁ ଆର୍ଥିକ ସାହାଯ୍ୟ ପ୍ରଦାନ କରିବାକୁ କର୍ମଚାରୀମାନଙ୍କୁ ସିଧାସଳଖ ବାରଣ କରାଯାଇଛି। କୌଣସି ଦଳ ରାଜନୈତିକ ଦଳ କି ନୁହେଁ କିମ୍ବା କୌଣସି ସଂଗଠନ ରାଜନୀତିରେ ଭାଗ ନେଉଛି କି ନାହିଁ ବା ଏହାର ଗତିବିଧି ରାଜନୈତିକ ଉଦ୍ଦେଶ୍ୟ ପ୍ରଣୋଦିତ କି ନୁହେଁ, ଏସଂକ୍ରାନ୍ତରେ କେନ୍ଦ୍ର ସରକାରଙ୍କ ନିର୍ଣ୍ଣୟ ହିଁ ଅନ୍ତିମ।

        ଏହି କ୍ରମରେ ରାଷ୍ଟ୍ରୀୟ ସ୍ୱୟଂସେବକ ସଂଘ (ଆରଏସଏସ) ଓ ଜମାତ-ଏ-ଇସ୍ଲାମୀ ଭଳି ଦୁଇଟି ସଂଗଠନର କାର୍ଯ୍ୟକଳାପ ଓ ଗତିବିଧି ଉପରେ କେନ୍ଦ୍ର ସରକାର ସନ୍ଦେହ ପ୍ରକଟ କରି ସରକାରୀ କର୍ମଚାରୀମାନଙ୍କୁ ଏହି ଦୁଇ ସଂଗଠନର ସଦସ୍ୟ ନହେବାକୁ ଏବଂ ଏମାନଙ୍କର କୌଣସି କାର୍ଯ୍ୟକ୍ରମରେ ଭାଗ ନନେବାକୁ ଧାରା-୫ର ଉପଧାରା-୧୨ରେ ସ୍ପଷ୍ଟ ଉଲ୍ଲେଖ କରିବା ସହ ୩୦ ନଭେମ୍ବର ୧୯୬୬ରୁ ଗୃହ ମନ୍ତ୍ରାଳୟ ଦ୍ୱାରା ସବୁ ବିଭାଗକୁ ନିର୍ଦ୍ଦେଶନାମା ଜାରି କରି ପରବର୍ତ୍ତୀ ସମୟରେ (୨୫ ଜୁଲାଇ ୧୯୭୦ ଓ ୨୮ ଅକ୍ଟୋବର ୧୯୮୦) ସେସବୁକୁ ଦୋହରେଇଛନ୍ତି। ସ୍ପଷ୍ଟ ଆଲୋଚନା ମାଧ୍ୟମରେ ସରକାର ଉପଧାରା - ୧୨ରେ ଲିପିବଦ୍ଧ କରିଛନ୍ତି ଯେ ସରକାରୀ କର୍ମଚାରୀଙ୍କ ପକ୍ଷେ ଧର୍ମନିରପେକ୍ଷ ଦୃଷ୍ଟିକୋଣ ବଜାୟ ରଖିବା ସର୍ବାଧିକ ମହତ୍ତ୍ୱପୂର୍ଣ୍ଣ। ସାମ୍ପ୍ରଦାୟିକ ଭାବନାର ମୂଳୋତ୍ପାଟନ କରିବା ସରକାରଙ୍କ ଏକମାତ୍ର ଲକ୍ଷ୍ୟ। କୌଣସି ସାମ୍ପ୍ରଦାୟିକ ସଂଗଠନକୁ ପ୍ରୋତ୍ସାହିତ କରିବା କିମ୍ବା  ସାମ୍ପ୍ରଦାୟିକତା ଆଧାରରେ କୌଣସି ଆବେଦନ ନିବେଦନକୁ ଧ୍ୟାନ ଦେବା ସରକାରଙ୍କ ଉଦ୍ଦେଶ୍ୟ ନୁହେଁ। ତେଣୁ ଉଭୟ ରାଷ୍ଟ୍ରୀୟ ସ୍ୱୟଂସେବକ ସଂଘ ଓ ଜମାତ-ଏ-ଇସ୍ଲାମୀକୁ ପରୋକ୍ଷରେ ସାମ୍ପ୍ରଦାୟିକ ସଂଗଠନର ଆଖ୍ୟା ଦେଇ କେନ୍ଦ୍ର ସରକାର ସ୍ପଷ୍ଟ କରିଛନ୍ତି ଯେ ଯଦି କୌଣସି କର୍ମଚାରୀ ଉପରୋକ୍ତ ନିର୍ଦ୍ଦେଶ ବିରୁଦ୍ଧରେ ଯା’ନ୍ତି, ତେବେ କଡ଼ା ଶୃଙ୍ଖଳାଗତ କାର୍ଯ୍ୟାନୁଷ୍ଠାନର ସମ୍ମୁଖୀନ ହେବେ। ଏହି ଆଦେଶନାମା ଅଦ୍ୟାବଧି ବଳବତ୍ତର ଥିଲା।

        କିନ୍ତୁ ୯ ଜୁଲାଇ ୨୦୨୪ରେ କେନ୍ଦ୍ର ସରକାରଙ୍କ କାର୍ମିକ ଓ ପ୍ରଶିକ୍ଷଣ ବିଭାଗ ଏକ ନିର୍ଦ୍ଦେଶନାମା ଜାରି କରି ରାଷ୍ଟ୍ରୀୟ ସ୍ୱୟଂସେବକ ସଂଘ ଉପରୁ ଉପରୋକ୍ତ ପ୍ରତିବନ୍ଧକ ଉଠେଇ ନେଇଛନ୍ତି। ଅର୍ଥାତ, ଏବେ ସରକାରୀ କର୍ମଚାରୀମାନେ ବିନା ପ୍ରତିବନ୍ଧକରେ ଆରଏସଏସର ସଭ୍ୟ ପଦ ଗ୍ରହଣ କରିବା ସହ ତା’ର ସମସ୍ତ କାର୍ଯ୍ୟକ୍ରମରେ ଭାଗନେଇ ପାରିବେ। ଏଠି ପ୍ରଶ୍ନ ଉଠିବା ସ୍ୱଭାବିକ ଯେ ଏବେ ଜମାତ-ଏ-ଇସ୍ଲାମୀ କ’ଣ ଏକ ସାମ୍ପ୍ରଦାୟିକବାଦୀ ସଂଗଠନ ଓ ଆରଏସେଏସ କ’ଣ ଏକ ଧର୍ମନିରପେକ୍ଷବାଦୀ ସଂଗଠନ?  ଜମାତ-ଏ-ଇସ୍ଲାମୀକୁ ସମର୍ଥନ କରିବା କି ଆରଏସଏସକୁ ବିରୋଧ କରିବା ଲେଖକଙ୍କର ଉଦ୍ଦେଶ୍ୟ ନୁହେଁ। ଏକଥା ଅତି ସ୍ପଷ୍ଟ ଯେ ଉଭୟ ସଂଗଠନ ଗୋଟିଏ ଗୋଟିଏ ନିର୍ଦ୍ଦିଷ୍ଟ ଧର୍ମର ଆଦର୍ଶରେ ପ୍ରତିଷ୍ଠିତ ଓ ପରିଚାଳିତ ଯେଉଁଥିରେ ଏଯାଏଁ କୌଣସି ପରିବର୍ତ୍ତନ ହୋଇନାହିଁ। ଆରଏସଏସ ଯେଭଳିଭାବେ ହିନ୍ଦୁତ୍ବ ଏବଂ ହିନ୍ଦୁ ରାଷ୍ଟ୍ର ଗଠନ ପାଇଁ କାମ କରୁଛି, ଜମାତ-ଏ-ଇସ୍ଲାମୀ ସେହିଭଳି ଇସଲାମ ଓ ମୁସଲିମ ସମ୍ପ୍ରଦାୟର ସ୍ୱାର୍ଥ ରକ୍ଷା ପାଇଁ କାର୍ଯ୍ୟରତ। ଅର୍ଥାତ ଉଭୟ ସଂଗଠନ ଗୋଟିଏ ଗୋଟିଏ ନିର୍ଦ୍ଦିଷ୍ଟ ସମ୍ପ୍ରଦାୟ ପାଇଁ ଧର୍ମୀୟ ଭାବନା ଆଧାରରେ କାର୍ଯ୍ୟ କରୁଛନ୍ତି। ଜମାତ-ଏ-ଇସ୍ଲାମୀ ଭଳି ସଂଗଠନ ଉପରୁ ସରକାର ପ୍ରତିବନ୍ଧକ ଉଠେଇ ଦିଅନ୍ତୁ, ଯୁକ୍ତି ସେ ସପକ୍ଷରେ ଆଦୌ ନୁହେଁ। କିନ୍ତୁ, ଆରଏସଏସ ଧର୍ମନିରପେକ୍ଷ କେମିତି ହେଲା? ତେଣୁ ଆରଏସଏସ ଉପରୁ ପ୍ରତିବନ୍ଧକ ଉଠେଇ ସରକାର ଏକତରଫା ଭାବେ ନିଜେ ପ୍ରଣୟନ କରିଥିବା କେନ୍ଦ୍ରୀୟ ବେସାମରିକ ସେବା (ଆଚରଣ) ନିୟମାବଳୀ, ୧୯୬୪ର ଖୋଲା ଉଲ୍ଲଂଘନ କରିବା ସହ ଧର୍ମନିରପେକ୍ଷତାକୁ ନିରୁତ୍ସାହିତ କରୁଛନ୍ତି। ଅତଏବ, ବୁଝିବାକୁ ହେବ ଯେ  ଆରଏସଏସର ନୀତି ଓ ଆଦର୍ଶରେ ପରିଚାଳିତ ଭାରତୀୟ ଜନତା ପାର୍ଟି ସରକାରର ଏହା ଏକ ଉଦ୍ଦେଶ୍ୟଗତ ଉଦବେଗଜନକ କାର୍ଯ୍ୟ! ଏହା ଭାତହାଣ୍ଡିରୁ ଗୋଟିଏ ଚିପିଲା ଭଳି। ଏଭଳି ତୋର ମୋର ନୀତିର ଅନେକ ଦୃଷ୍ଟାନ୍ତ ରହିଛି। ଯେଉଁଠି ପ୍ରଚଳିତ ନିୟମକୁ ବେଖାତିର କରି ସରକାରୀ ଆଦେଶନାମାରେ ପକ୍ଷପାତିତା ଅବଲମ୍ବନ କରାଯାଉଛି, ସେହି ପରିପ୍ରେକ୍ଷୀରେ ଧର୍ମନିରପେକ୍ଷ ନାଗରିକ ସହିଂତାର ପ୍ରଣୟନ ଉପରେ ଆଲୋଚନା କରିବା ସମ୍ପୂର୍ଣ୍ଣ ନିରର୍ଥକ ମନେହୁଏ।

              ସ୍ୱାଧୀନ ଭାରତର ସରକାର କୋୖଣସି ନିର୍ଦ୍ଦିଷ୍ଟ ବ୍ୟକ୍ତି, ଦଳ, ଗୋଷ୍ଠୀ, ସଂଗଠନ ବା ସମ୍ପ୍ରଦାୟର ମାଲିକାନାରେ ନୁହେଁ ବରଂ ସାଧାରଣ ଜନତାଙ୍କର, ଜନତାଙ୍କ ଦ୍ୱାରା ଓ ଜନତାଙ୍କ ପାଇଁ। ତେଣୁ ପ୍ରଧାନମନ୍ତ୍ରୀ ଧର୍ମନିରପେକ୍ଷ ନାଗରିକ ସହିଂତାର ପ୍ରଣୟନ କଥା ଉଠେଇବା ପୂର୍ବରୁ ଧର୍ମନିରପେକ୍ଷତାକୁ ବଜାୟ ରଖିବା ପାଇଁ ଉପରୋକ୍ତ ମହଜୁଦା ନିୟମାବଳୀ କିଭଳି ଏକ ନିର୍ଦ୍ଧିଷ୍ଟ ସଂଗଠନ ଉଦ୍ଦେଶ୍ୟରେ ରାତାରାତି ବଦଳିଗଲା ତାକୁ ସମୀକ୍ଷା କରିବାର ଆବଶ୍ୟକତା ଥିଲା। ନିୟମ ପ୍ରଣୟନ କରିବାରେ କିଛି ବିଚିତ୍ରତା ନାହିଁ। ପ୍ରଗତିର ଅନ୍ୟ ନାମ ପରିବର୍ତ୍ତନ। ତେଣୁ ପରିବର୍ତ୍ତିତ ପରିସ୍ଥିତିକୁ ଲକ୍ଷ ରଖି ଦେଶର ହିତରେ ପୁରୁଣା ନିୟମ ବଦଳିବା ଅତି ସ୍ୱାଗତଯୋଗ୍ୟ। କିନ୍ତୁ ତାହା ଯଦି ଦଳୀୟ ସ୍ୱାର୍ଥରୁ ଉର୍ଦ୍ଧରେ ଦେଶର ହିତ ସାଧନ ନକରି ଏକ ନିର୍ଦ୍ଧିଷ୍ଟ ସଂଗଠନ କି ସମ୍ପ୍ରଦାୟର ସ୍ୱାର୍ଥ ରକ୍ଷାରେ ଲାଗୁ କରାଯାଏ, ତେବେ ଏହା ଉଭୟ ଗଣତନ୍ତ୍ର ଓ ସମ୍ବିଧାନର ଅମର୍ଯ୍ୟଦା କହିଲେ ଅତ୍ୟୁକ୍ତି ହେବନାହିଁ।

Confederation Odisha State CoC appeals once again to the Hon'ble MPs from Odisha to expedite opening of more CGHS WCs especially in Puri and Balasore




Confederation Odisha State CoC discusses local issues relating to CGHS with Addl. Director , CGHS, Bhubaneswar

Dear Comrades,

Today (19.08.2024) Com. Bruhaspati Samal, General Secretary, Confederation Odisha State CoC accompanied with Com. Shyama Sunder Sahoo, Vice President, AIPRPA, Bhubaneswar Division met Dr. Hari Singh, the Addl. Director, CGHS, Bhubaneswar and discussed on the following issues. 

1.   Opening of more Wellness Centres in Odisha: 

Though we had submitted our proposal for opening of as many 8 more numbers of CGHS WCs in Odisha, only Sambalpur was considered. It was confirmed that the information called for by the CGHS Directorate and collected / submitted by us in this regard with respect to the proposed Sambalpur WC has already been forwarded for further disposal. We had much expectation for Puri and Balasore (ITR, Chandipur) for which detailed information has been supplied by the AD, CGHS, Bhubaneswar to CGHS Directorate. During discussion, we decided to pursue the matter once again from both sides. 

2.   Staff Position in Odisha: 

While we expressed our concern regarding shortage of staff in various cadre including Doctors, the Addl. Director replied that recently recruitment for 14 vacant posts was finalized out of which only 6 candidates (4 Pharmacists and 2 MTSs) joined. He expressed his helplessness for non-availability of suitable candidates. Illustratively, he told that out of 4 vacant posts of Staff Nurse, only 3 Applications were received and out of these three, only one who was found suitable and selected declined to join. However, it was also informed to us that a revised vacant list against such other staff has already been submitted to the Regional Office Kolkatta for necessary approval and recruitment.

   Similarly, there is shortage of Doctors in CGHS WC No.1 & II, Bhubaneswar and Cuttack. The WC No. III, Bhubaneswar and Berhampur are having Doctors as per sanctioned strength. Especially, in Cuttack, there are 2 vacant posts. Similar is the position in WC-I, Bhubaneswar. We appeal for immediate posting of one Doctor in Cuttack which was assured since one Doctor who was on study leave is returning to Odisha. 

3.   CGHS WC Cuttack building situation: 

As per our earlier discussion, the matter is now at the disposal of CPWD which has been requested to submit the required estimate for repairing of the existing building now in dilapidated condition. In addition, as we came to know, if rented building will be available in the nearby area, we may go for shifting the WC Cuttack till repairing is completed or otherwise. 

4.   Supply of Geneset to WC-III, Bhubaneswar: 

Our proposal for installation of one Geneset in WC-III, Bhubaneswar is under consideration by the Addl. Director, as informed. Shortly, an estimate will be submitted to CGHS Directorate for approval in this regard. 

We are very much thankful the Addl. Director, CGHS, Bhubaneswar for giving us more than an hour inviting a healthy discussion on several other local issues also. We would like to expect the sincere cooperation of our staff members of Puri, Balasore and Cuttack for the next step we would like to initiate.

Confederation Odisha State CoC participated in the SAMUHIK JAGARAN jointly organized by CITU and BCCUA in Bhubaneswar on the eve of 78th Independence Day

CITU, Bhubaneswar and Bhubaneswar City Coordination Committee of Unions and Associations (BCCUA) jointly organized  SAMUHIK JAGARAN in Bhubaneswar on 14.08.2024 evening on the eve of 78th Independence Day of India. A Public Seminar titled "Protection of Equality, Secularism, Indian Constitution and Right to Work" was also conducted which was presided and addressed by Com. The seminar was inaugurated by Com. Janardan Pati, State President, CITU, Odisha, and addressed by Prof. Bijaya Kumar Bahidar, as Chief Speaker. Among others, Com. Dusmanta Das ‌(OSKEM) and leaders from several unions and association including BEFI, LICEU, OSGECC etc were also participated in the probramme.

 Trophies and Certificates were distributed to the winning / participating students of different competitions organized for the purpose. Some trade union leaders were also felicitated for their outstanding performance in the grassroot level . The programme was followed by colourful cultural programmes.

The tactile experience of putting pen to paper, the thoughtfulness required to carefully choose each word, and the anticipation of waiting for a response are all elements that have been largely lost in the digital age. Yet, there is something profoundly moving and deeply personal about receiving a letter written by hand, something that resonates with the soul in a way that no digital message can replicate. A handwritten letter is much more than mere words on paper; it is a piece of the writer's essence, a tangible expression of their thoughts, emotions, and intentions. Unlike the hurried typing on a keyboard, writing a letter requires time, effort, and a deep engagement with the self. Each stroke of the pen, each curve of a letter, carries the weight of the writer’s emotions. The pressure of the pen on paper can reveal excitement, hesitation, or sorrow, making the letter not just a message but a reflection of the writer’s state of mind and heart at the moment it was written. Receiving a handwritten letter, therefore, becomes a uniquely intimate experience. Department of Pension and Pensioners Welfare issues guidelines for Nationwide Digital Life Certificate Campaign 3.0


The DLC Campaign 3.0 will promote Digital Empowerment of Pensioners with saturation approach using face authentication technology along with other technology options

Pension Disbursing Banks, India Post Payments Bank, Pensioners Welfare Associations, Ministries/ Departments, UIDAI to collaborate in the month long campaign

The Department of Pension and Pensioners Welfare  notified the guidelines for the 3rd Nation-wide Digital Life Certificate campaign which will be held in 800 cities/ Districts across India from November 1-30, 2024.

Pensioners have to submit Life Certificate every year in the month of November for continuation of pension., for digital empowerment of pensioners to submit digital life certificates using bio-metric devices, iris scanner, video-KYC, through the Gramin Dak Sevaks using the IPPB App and door step delivery of service by Public Sector Banks for Super Senior Pensioners.

The Nation-wide Campaign will be coordinated by Department of Pension and Pensioners Welfare in collaboration with Ministries/ Departments, Pension Disbursing Banks, Pensioners’ Welfare Associations, CGDA, UIDAI & MeitY.

The DLC 1.0 campaign was held in 37 cities in the month of November 2022, under which 35 lakh Central Government Pensioners submitted DLC’s across India. The DLC Campaign 2.0 was held at 597 locations in 100 cities in November, 2023 under which 45.46 lakh Central Government Pensioners submitted their DLC’s. The DLC Campaign 3.0 will be the largest ever campaign and seeks to achieve higher digital empowerments of pensioners with a saturation approach.

The DLC Campaign 3.0 will be monitored on the DLC campaign portal on real-time basis. All Pension Disbursing Banks will formulate the Campaign plans including Camp locations/ dates/ nodal officers which will be shared on the DLC campaign portal. The Pensioner Welfare Associations will coordinate with the Pension Disbursing Banks for dissemination of information to all Pensioners. Central Government Pensioners, Defence Pensioners and EPFO Pensioners can submit the DLC’s under the DLC Campaign 3.0.
