ଏକ ଅଭାବନୀୟ ଘଟଣାକ୍ରମରେ ଭାରତୀୟ ଡାକ ବିଭାଗ ୨୬ ଏପ୍ରିଲ ୨୦୨୩ରେ ବିଶ୍ୱର ସର୍ବବୃହତ ଡାକସଂସ୍ଥା ଏହି ଭାରତୀୟ ଡାକର ୭୦ ପ୍ରତିଶତରୁ ଉର୍ଦ୍ଧ ସଭ୍ୟ ସଂଖ୍ୟା ସହ ବୃହତ୍ତମ ସ୍ୱାଧୀନ କର୍ମଚାରୀ ସଂଗଠନ 'ରାଷ୍ଟ୍ରୀୟ ଡାକ କର୍ମଚାରୀ ମହାସଂଘ' (ନ୍ୟାସନାଲ ଫେଡେରେସନ ଅଫ ପୋଷ୍ଟାଲ ଏମ୍ଲଇଜ ବା ଏନଏଫପିଇ) ଏବଂ ତାର ବୃହତ୍ତମ ଅଂଶୀଦାର 'ଅଖିଳ ଭାରତ ତୃତୀୟଶ୍ରେଣୀ ଡାକ କର୍ମଚାରୀ ସଂଘ'ର ମାନ୍ଯତା ଶାସକଦଳ ପ୍ରୋତ୍ସାହିତ ଓ ଭାରତୀୟ ମଜଦୁର ସଂଘ ଅନୁବନ୍ଧିତ ଏକ ଅଣମାନ୍ୟତାପ୍ରାପ୍ତ ସଂଗଠନ 'ଭାରତୀୟ ଡାକ କର୍ମଚାରୀ ମହାସଂଘ' (ବିପିଇଏଫ)ର ଏକ ନିରାଧାର ଆରୋପ ଉପରେ ସିସିଏସ (ଆରଏସଏ) ରୁଲ୍ସ ୧୯୯୩ ଉଲଂଘନ ଆଳରେ ଅତ୍ୟନ୍ତ ଅନ୍ୟାୟ, ଏକତରଫା ଏବଂ ଆକ୍ରୋଶମୂଳକ ଭାବେ ପ୍ରତ୍ୟାହାର କରିନେଇଛନ୍ତି ଯାହା ନିହାତି ଦୁଃର୍ଭାଗ୍ୟଜନକ। ଅଭିଯୋଗ ହେଲା ଭାରତ ବର୍ଷରେ ଏକ ବର୍ଷରୁ ଉର୍ଦ୍ଧ ସମୟ ଧରି ଚାଲିଥିବା କୃଷକ ଆନ୍ଦୋଳନକୁ ଏନଏଫପିଇ ଆର୍ଥିକ ସାହାଯ୍ୟ ପ୍ରଦାନ କରିଥିଲା ଯାହା ସମ୍ପୂର୍ଣ୍ଣ ଅମୂଳକ। ପ୍ରକୃତ କଥା ହେଉଛି ଏନଏଫପିଇ କେନ୍ଦ୍ର ସରକାରୀ କର୍ମଚାରୀ ଓ ଶ୍ରମିକ ପରିସଂଘ କେନ୍ଦ୍ରୀୟ ସଂଗଠନକୁ ତାର ଆବଶ୍ୟକୀୟ ବାର୍ଷିକ ଦେୟ ପ୍ରଦାନ କରିଥିଲା ଯାହା ଏନଏଫପିଇର ସମ୍ବିଧାନ ସମ୍ମତ। ଏହି ପ୍ରଦତ୍ତ ଦେୟର ଉପଯୋଗ କିଭଳି ହେଲା ତା ପାଇଁ ଉତ୍ତରଦାୟୀ କେନ୍ଦ୍ର ସରକାରୀ କର୍ମଚାରୀ ଓ ଶ୍ରମିକ ପରିସଂଘ, ଏନଏଫପିଇ ନୁହେଁ।
ଡାକ ବିଭାଗର ଏଭଳି ଅନ୍ୟାୟକୁ ବିରୋଧ କରି ଭାରତର କିଛି ମାନ୍ୟବର ସାଂସଦ, କେନ୍ଦ୍ର ଯୋଗାଯୋଗ ମନ୍ତ୍ରୀଙ୍କ ଦୃଷ୍ଟି ଆକର୍ଷଣ କରିବା ସହ କେନ୍ଦ୍ରୀୟ ଶ୍ରମିକ ସଂଗଠନ, କେନ୍ଦ୍ର ସରକାରୀ କର୍ମଚାରୀ ଓ ଶ୍ରମିକ ପରିସଂଘ, ବ୍ୟାଙ୍କ, ଜୀବନ ବୀମା, ବିଏସଏନଏଲ ଓ ଅନେକ ଭାତୃପ୍ରତିମ ସଂଘ, ମହାସଂଘମାନେ ସର୍ବଭାରତୀୟ ସ୍ତରରେ ନିନ୍ଦା ପ୍ରସ୍ତାବ ଆଗତ କରି ଏ ସଂକ୍ରାନ୍ତରେ ଏନଏଫପିଇକୁ ସମର୍ଥନ କରି ପ୍ରେସ ଇସ୍ତାହାର ଦେବାସହ ପୁନଃ ମାନ୍ୟତା ଫେରିପାଇବାକୁ ଏନଏଫପିଇର ପ୍ରତ୍ୟକ୍ଷ ସଂଗ୍ରାମରେ ସାମିଲ ହେବାକୁ ପ୍ରତିଶ୍ରୁତି ଦେଇ ସହଯୋଗର ହାତ ବଢ଼ାଇଛନ୍ତି।
ଅତ୍ୟନ୍ତ ପରିତାପର ବିଷୟ ଏହିକି ସିସିଏସ (ଆରଏସଏ) ରୁଲ୍ସ ୧୯୯୩ରେ କୌଣସି ସିମୀତ ସାଂଗଠନୀକ ସୁବିଧା ଯୋଗାଇଦେବାର ଆଦୌ ପ୍ରାବଧାନ ନଥିଲେ ବି ଶାସକଦଳର ଚାପରେ ଉପରୋକ୍ତ ଅଣମାନ୍ୟତାପ୍ରାପ୍ତ ସଂଗଠନ ବିପିଇଏଫକୁ ଭାରତୀୟ ଡାକ ବିଭାଗ ସମ୍ପୂର୍ଣ୍ଣ ପକ୍ଷପାତିତା କରି ସମସ୍ତ ସୁବିଧା ସୁଯୋଗ ଦେଇ ଆସୁଛି। ସିସିଏସ (ଆରଏସଏ) ରୁଲ୍ସ ୧୯୯୩ ଅନୁଯାୟୀ ମାନ୍ୟତା ପ୍ରାପ୍ତି ପାଇଁ ସର୍ବନିମ୍ନ ୧୫ ପ୍ରତିଶତ ସଭ୍ୟଙ୍କର ଆବଶ୍ୟକତା ରହିଛି ଯାହା ଅନେକ ପ୍ରଚେଷ୍ଟା ସତ୍ତ୍ୱେ ବିପିଇଏଫ ହାସଲ କରିପାରି ନାହିଁ। ଏ ଯାବତ ତା'ର ସଭ୍ୟ ସଂଖ୍ୟା ୫ ପ୍ରତିଶତ ତଳକୁ ରହିଛି। ତେଣୁ ଡାକ ବିଭାଗର ବୃହତ୍ତମ କର୍ମଚାରୀ ସଂଗଠନ ଏନଏଫପିଇକୁ ବଦନାମ କରି, ତା'ର ମାନ୍ୟତା ପ୍ରତ୍ୟାହାର କରି ବିପିଇଏଫର ସଭ୍ୟ ସଂଖ୍ୟା ବଢେଇ ତାକୁ ମାନ୍ୟତା ପ୍ରଦାନ କରିବାକୁ ଡାକ ବିଭାଗ ଉପରେ ସରକାରୀ କଳର ଅଯଥା ଚାପ ପ୍ରୟୋଗର ଏହା କୁପରିଣତି।
ଦ୍ୱିତୀୟତଃ, ଡାକ ବିଭାଗ ଓ ଡାକ କର୍ମଚାରୀଙ୍କର ମଙ୍ଗଳ ପାଇଁ ଏନଏଫପିଇ ଏକକ ଭାବେ ସରକାରଙ୍କ କର୍ମଚାରୀମାରଣ ନୀତିର ନିୟମିତ ବିରୋଧ କରିଆସିଛି। ଡାକ ବିଭାଗରେ ବିପିଇଏଫ ସହ ଅନ୍ୟ ସଂଗଠନମାନେ ସରକାରଙ୍କ ହାତବାରିସୀ ସାଜିଥିଲା ବେଳେ, ଡାକ ବିଭାଗକୁ ଘରୋଇକରଣରୁ ରକ୍ଷା କରିବା, ଡାକଘର ସ୍ୱଳ୍ପ ସଞ୍ଚୟ ଯୋଜନାକୁ ଉଦ୍ୟୋଗୀକରଣରୁ ବନ୍ଦ କରିବା, କମ୍ପ୍ୟୁଟରୀକରଣରେ ଥିବା ଦୋଷତୃଟିରେ ସୁଧାର ଆଣି ଜନ ସାଧାରଣଙ୍କୁ ଉପଯୁକ୍ତ ତଥା ସମୟୋପଯୋଗୀ ସେବା ପ୍ରଦାନ କରିବାକୁ ଏନଏଫପିଇ ଏକକ ଭାବେ ସଂଗ୍ରାମ ଜାରି ରଖିଥିବାରୁ ସରକାରଙ୍କ ଦୃଷ୍ଟିକଟୁ ହେବା ସ୍ୱାଭାବିକ। ଆଗରୁ ଶ୍ରମ ଆଇନର ସଂଶୋଧନ ଆଳରେ ଶ୍ରମକୋଡ ପ୍ରଚଳନ କରିବାକୁ ଯାଇ କେନ୍ଦ୍ର ସରକାର ଶ୍ରମିକ ଓ କର୍ମଚାରୀଙ୍କ ଅଧିକାର ଉପରେ ଅଙ୍କୁଶ ଲଗେଇବାକୁ ଚେଷ୍ଟା କରିଛନ୍ତି। ଶ୍ରମକୋଡ ପ୍ରତ୍ୟାହାର ପାଇଁ କର୍ମଚାରୀଙ୍କ ତରଫରୁ ଯେଉଁ ସଂଘର୍ଷ ଚାଲିଛି ସେଥିରେ ଏନଏଫପିଇର ଭୂମିକା ଅତ୍ୟନ୍ତ ଗୁରୁତ୍ୱପୂର୍ଣ୍ଣ। ତେଣୁ ଏକ ଗୁରୁତ୍ୱହୀନ ଆରୋପ ଆଳରେ ଏନଏଫପିଇ ଭଳି ବୃହତ କର୍ମଚାରୀ ସଂଗଠନର ମାନ୍ଯତା ପ୍ରତ୍ୟାହାର କରି କେନ୍ଦ୍ର ସରକାର ଓ ଭାରତୀୟ ଡାକବିଭାଗ କର୍ମଚାରୀ ସମାଜର କଣ୍ଠରୋଧ କରିବାକୁ ଅପଚେଷ୍ଟା କରିଛନ୍ତି। ଏହା ସର୍ବାଦୌ ନିନ୍ଦନୀୟ।
ଏହି ପରିପ୍ରେକ୍ଷୀରେ କେନ୍ଦ୍ର ସରକାରୀ କର୍ମଚାରୀ ଓ ଶ୍ରମିକ ପରିସଂଘ ଓଡିଶା ରାଜ୍ୟ ସମନ୍ୱୟ ସମିତି ଡାକ ବିଭାଗର ଏହି ମନମୁଖୀ କାର୍ଯ୍ୟକୁ ଦୃଢ ନିନ୍ଦା କରିବା ସହ ଏନଏଫପିଇ ଓ ଅଖିଳ ଭାରତ ତୃତୀୟ ଶ୍ରେଣୀଡାକ କର୍ମଚାରୀ ସଂଘର ମାନ୍ଯତାକୁ ଫେରେଇ ଦେବାକୁ ସରକାରଙ୍କୁ ନିବେଦନ କରିବା ସହ ଚେତାବନୀ ଦେବାକୁ ଚାହେଁ ଯେ ଯଦି ଅବିଳମ୍ବେ ଏମାନଙ୍କୁ ମାନ୍ୟତା ପ୍ରଦାନ ନ କରାଯାଏ ତେବେ କେନ୍ଦ୍ର ସରକାରୀ କର୍ମଚାରୀ ଓ ଶ୍ରମିକ ପରିସଂଘ କେନ୍ଦ୍ରୀୟ ସଂଗଠନ ଅନୁବନ୍ଧିତ ୧୨୦ରୁ ଉର୍ଦ୍ଧ ସଂଘ ମହାସଂଘମାନେ ନ୍ୟାୟ ପାଇଁ ସର୍ବଭାରତୀୟ ସ୍ତରରେ ରାଜରାସ୍ତାକୁ ଓହ୍ଲାଇବାକୁ ବାଧ୍ୟ ହେବେ।

Appeal to observe BLACK DAY on 2nd May 2023 in protest against derecognition of NFPE and AIPEU Gr.-C
Request you all to kindly go through the circular of Confederation HQr dtd. 27.04.2023 and Press statement dtd.28.04.2023 issued by Com R N Parashar, Secretary General of Confederation of Central Government Employees and Workers.
He has Condemned the anti action of Postal Directorate authorities who issued orders on 26.04.2023 to derecognise the mighty Postal Federation ie NFPE and AIPEU Group-C CHQ the biggest and mighty Union affiliated with NFPE, with a frivolous, flimsy, fabricated and concocted complain of BPEF which is affiliated with BMS and a puppetf ederation of BJP-RSS , only to demoralise the NFPE.
The Secretary General has called upon the entirety of central government organizations to hold Protest demonstrations on 02.05.2023 in lunch hours in front of every office to support NFPE and AIPEU Group-C CHQ to immediate restoration of recognition who have more than 70% membership in Department of Posts and fighting for the common interest of the workers, and for everything with working class since 1992 as per decision of the Dharwar (Karnataka) Federal Council Session till date.
Appeal all the leadership of all affiliates under our CCGEW CoC, Odisha to observe the 2 nd May, 2023 as a Black day and to wear the black badges and demand restoration of recognition of NFPE and AIPEU Group-C.
In Cuttack, we will hold it in front of Cuttack GPO from 10 hours to 11 hours inviting all other organizations and TUs who have extended their Support and given Press Statements in favor of our NFPE and AIPEU Group-C CHQ, ie CITU, AITUC, AUCCTU, AISGEF, AIPRPA, AIIEA, BEFI, and AIDEF etc to avoid extreme summer only.

ITEF and ITGOA Odisha Circle organized an NPS Convention in Aayakar Bhawan, Bhubaneawar on 29.04.2023
Dear Comrades,
A Convention on NPS was successfully organized in Aayakar Bhawan, Bhubaneswar on 29th April, 2023 under the able leadership of Com. Chittaranjan Pattnaik, General Secretary, Income Tax Employees' Federation (ITEF), Odisha in association with Income Tax Gazetted Officers' Association(ITGOA).
At the outset, Com. Chittaranjan Pattnaik, General Seceetary, ITEF, Odisha briefed the purpose of organizing such a Convention which was addressed by Com. Rupak Sarkar, Secretary General, ITEF, CHQ, Com. Bruhaspati Samal, General Secretary, Confederation of Central Govt. Employees and Workers, Odisha State Coordination Committee, Com. J P Singh, Jt. Secretary, ITGOA CHQ, Com. D P Acharya, General Secretary, ITGOA, Odisha, Com. K K Kaushal, General Secretary, GST Odisha and above all Com. Dusmanta Das, Treasurer, CITU and Advisor, Odisha Shramik Karmachari Ekta Manch, Odisha as Chief Speaker.
As many as 200 staff members, especcially NPS beneficiaries of IT department accross the State had attended the Convention. Giving a clear picture of the NPS since its introduction with effect from 1st January, 2004 till date, the Speakers pointed iut the demerits of NPS and justification of OPS and defined the role of NJCA / JFROPS in this regard. The participation of the Income Tax employees in recently concluded State Level Joint Rally of NJCA / JFROPS on 26th April, 2023 was highly appreciated by all leaders with appeal for similar huge participation in all forthcoming agitational prigrammes till we succeed in restoration of OPS.
Thanks to Com. C R Pattnaik for arranging such a nice programme successfully just after the State Level Joint Mass Rally of NJCA Odisha on 26th April 2023 where nealy 300 members out total 500 in Odisha in IT department had participated.
The unity and determination shown by the ITEF to fight against NPS is par excellence.
Red salute to all the participants and organizers.
It is expected that similar Conventions should be organized by all constituent organizations of NJCA to motivate the NPS beneficiaries for a wider participation in the movement.
