In the twilight years of a pensioner’s life, when the body is frail and the world around seems to move too fast, the only hope left is the security and dignity assured by the pension earned through decades of service. Yet, when the very Government we served with loyalty seeks to discriminate against us through unfair laws, it feels like a cruel betrayal—especially in an era when the younger generation often maintains a distance from their ageing parents. For many, the pension is not just a monthly figure—it is their lifeline, their medicine, their last shield against helplessness.
It is in this context that today, on 9th August 2025, representatives from seven Pensioners’ Associations of Odisha gathered in Bhubaneswar under the direction of the Forum of Civil Pensioners Association (FCPA) and the National Coordination Committee of Pensioners' Association (NCCPA), CHQ, New Delhi to form the FCPA, Odisha State Committee. Despite pressing personal engagements and health constraints, the following Associations stood together to protect the rights and dignity of pensioners:
1. All India Postal and RMS Pensioners' Association (AIPRPA)
2. Sanchar Nigam Pensioners' Welfare Association (SNPWA)
3. Income Tax Pensioners' Association (ITPA)
4. All India Retired BSNL Employees Welfare Association (AIRBSNLEWA)
5. RMRC-ICMR Pensioners' Association (RMRCPA)
6. AIBD Pensioners' Association (AIBDPA) and
7. CGWB SER Pensioners' Association (CGWBPA)
We also acknowledge the consent and commitment of other Pensioners’ Associations from Railway, AG/Audit, Institute of Physics, CPWD, CWC, and others, who, though absent today, have assured their joining in the near future.
The meeting was presided over unanimously by Com. B N Tripathy, General Secretary, SNPWA. Com. Rabindra Nath Dhal, State General Secretary, AIPRPA, briefed the house on the purpose of the meeting and the ongoing efforts by NCCPA/FCPA, CHQ to challenge the validation of CCS (Pension) Rules from 1st June 1972 through the Finance Act 2025, a move that has created clear discrimination among pensioners. His appeal for contributions towards legal expenses was wholeheartedly accepted by the State leadership present.
The key decisions taken today include:
• Formation of the State Level Body of FCPA, Odisha (details given below)
• Holding of the State Level Convention on 24th August 2025
• Submission of a Memorandum to the Hon’ble Governor, Odisha on 26th August 2025
• Request to all other Pensioners’ Associations in the State, especially NCCPA affiliates, to join before the upcoming convention.

We extend our heartfelt gratitude to every participant who attended today’s meeting, braving health issues, personal challenges, and travel constraints, to stand united in this cause. Your presence is a testament to the fact that while age may bend our backs, it cannot bend our spirit when justice is at stake.
We also make a heartfelt appeal to all other Pensioners’ Associations in Odisha, whether affiliated to NCCPA or not, to join this movement suo motu and extend their solidarity. Let us close our ranks, speak in one voice, and make the State Committee a true collective strength of all pensioners in Odisha. In unity lies our greatest power to secure justice.
Let this be a message to the Central Government — the voices of pensioners cannot be silenced. We urge you to listen to the rightful demands of NCCPA and FCPA, respect the sweat and service of your retired employees, and withdraw every discriminatory provision brought through the Finance Act 2025. We may be old in years, but we stand young in resolve — and united, we will fight until dignity is restored to every pensioner.
