FCPA, Odisha Submits Memorandum to Hon’ble Governor of Odisha Seeking Urgent Intervention on Pensioners’ Rights


A four-member delegation comprising Com. Rabindranath Dhal (Convener), Com. Bruhaspati Samal (President), Com. B. N. Tripathy (Treasurer) and Com. Sankar Bose (Vice-President) of the Forum of Civil Pensioners’ Association (FCPA), Odisha State Committee today submitted a detailed Memorandum to His Excellency Dr. Hari Babu Kambhampati, Hon’ble Governor of Odisha, at Raj Bhawan, Bhubaneswar, urging him to forward it to the Hon’ble Prime Minister of India for immediate intervention on key issues affecting lakhs of Central Government pensioners across the country.

The pensioners’ community has expressed deep concern over the provisions of the Finance Act, 2025, particularly the Validation of CCS (Pension) Rules from 1st June 1972, which has led to serious discrimination among pensioners based on their date of retirement. This move has been widely condemned as arbitrary and unjust, as it creates artificial divisions within the community of pensioners who have rendered equal service to the nation. The FCPA, Odisha has therefore urged the highest authorities to safeguard the dignity, equality, and financial security of pensioners.

This Memorandum was unanimously adopted during the State Level Convention of FCPA, Odisha held on 24th August 2025 at the Seminar Hall of Door Sanchar Bhawan, Bhubaneswar. It emphasizes three urgent demands:

1. Immediate withdrawal of the Validation of Pension Rules, 2025.

2. End of all discrimination among pensioners created by the Finance Act, 2025.

3. Constitution of the 8th Central Pay Commission (CPC) without any further delay.

During the discussion, Com. Rabindranath Dhal briefed His Excellency on the contents of the Memorandum, highlighting the grave dangers posed by the validation of pension rules and the urgent need for equality among pensioners. The other representatives also contributed additional points.

The Hon’ble Governor gave a patient and sympathetic hearing to the delegation and assured that the Memorandum would be forwarded to the Hon’ble Prime Minister of India for further consideration.

The FCPA, Odisha expresses its profound gratitude to His Excellency for his valuable time and kind assurance, which has strengthened the hopes of thousands of pensioners awaiting justice.
