Central Pensioners on the path of Militant Struggles for their existence and honour!
The Central Government and Central PSU Pensioners are on continued struggles under the banner of the Forum of Civil Pensioners Associations ( FCPA), a Forum for struggle of about 40 pensioners organisations, against brutal attack on their livlihood by the arrogant, unsympathetic government.
The first programme of Human Chain across the country on 25th July 2025 was a tremendous success with lakhs of pensioners showing their solidarity by holding hands on the sides of the main roads and taking oath to fight for the very reasonable demand of tbe pensioners, including Cancellation of the Pension validation act which discrimminates against the past and future pensioners with intention of denying benefits to past pensioners which is in violation of the sacred Constitution of India, Pension revision of BSNL- MTNL Pensioners due from 01.01.2017 as also Pension Revision of Bank - LIC pensioners and early appointment of VIII Central Pay Commission.
The next programme was the March to Raj Bhawans and submitting Memorandum on the demands of the Pensioners to the State Governors for forwarding the same to the Prime Minister during 24 - 27 August 2025.
As per reports received, this programme was also successfully organised with thousands of pensioners marching in the state capitals and delegations submitting Memorandums to the Governors.
Meeting all the Members of the Parliment and submitting Memorandums for taking up the issue with the Central Goverrnment is the next step. Memorandum is being finalised by the Forum and will be furnished to the All India organisations. The issues should be conveyed to the M. P. s in detail.
The ' Delhi Chalo' - 'Parliament March' is fixed to be organised on 10th October 2025 with massive participation. Delegates have to book train / flight tickets early so as to get reservation. Thousands of pensioners are expected to participate. All India leaders of all constituent pensioners organisers are expected.
The government move to deny pension to the retirees whose entire life was dedicated to the service of the Nation is to be completely defeated.
We may be old, we may be weak, we may be spread over the country. But when we are united, we are strong and the government will be compelled to accept our demands.
Let us make all the programmes successful.

FCPA, Odisha Submits Memorandum to Hon’ble Governor of Odisha Seeking Urgent Intervention on Pensioners’ Rights
The pensioners’ community has expressed deep concern over the provisions of the Finance Act, 2025, particularly the Validation of CCS (Pension) Rules from 1st June 1972, which has led to serious discrimination among pensioners based on their date of retirement. This move has been widely condemned as arbitrary and unjust, as it creates artificial divisions within the community of pensioners who have rendered equal service to the nation. The FCPA, Odisha has therefore urged the highest authorities to safeguard the dignity, equality, and financial security of pensioners.
This Memorandum was unanimously adopted during the State Level Convention of FCPA, Odisha held on 24th August 2025 at the Seminar Hall of Door Sanchar Bhawan, Bhubaneswar. It emphasizes three urgent demands:
1. Immediate withdrawal of the Validation of Pension Rules, 2025.
2. End of all discrimination among pensioners created by the Finance Act, 2025.
3. Constitution of the 8th Central Pay Commission (CPC) without any further delay.
During the discussion, Com. Rabindranath Dhal briefed His Excellency on the contents of the Memorandum, highlighting the grave dangers posed by the validation of pension rules and the urgent need for equality among pensioners. The other representatives also contributed additional points.
The Hon’ble Governor gave a patient and sympathetic hearing to the delegation and assured that the Memorandum would be forwarded to the Hon’ble Prime Minister of India for further consideration.
The FCPA, Odisha expresses its profound gratitude to His Excellency for his valuable time and kind assurance, which has strengthened the hopes of thousands of pensioners awaiting justice.

FCPA Odisha Convention Demands Immediate Withdrawal of Validation of Pension Rules, 2025 and Early Constitution of 8th CPC
Dear Comrades & Respected Representatives,
With a deep sense of gratitude, responsibility, and determination, I, on behalf of the Forum of Civil Pensioners’ Association (FCPA), Odisha State Committee, extend my heartfelt thanks to each participating organization, every leader, and all distinguished representatives who stood united with us in today’s (24th August 2025) State Level Convention held in the Seminar Hall of Door Sanchar Bhawan, Rupali Square, Bhubaneswar - 751022.
At a time when our community of pensioners is passing through one of the most challenging and testing phases in independent India, your active participation reflects your unwavering commitment to justice, dignity, and equality.
The Plight of Pensioners Today:
Pension is not a charity but a right earned through decades of dedicated service to the nation. Yet, in recent months, we have witnessed repeated and aggressive moves from the Union Government which have deeply hurt, humiliated, and unsettled millions of senior citizens who have served the country with utmost sincerity.
The most disturbing of all is the Validation of Pension Rules, 2025, passed arbitrarily, which seeks to retrospectively validate rules dating back to 1st June 1972 — an act that strikes at the very foundation of natural justice. This has opened the door to unequal treatment among pensioners, threatening the very principles of equity and social security for which our Constitution stands.
Furthermore, the Finance Act, 2025 has brought discrimination among pensioners by creating artificial divisions in benefits and entitlements. Such policies are not just anti-pensioner; they are anti-constitutional and anti-welfare.
We also reiterate our long-pending demand for the immediate constitution of the 8th Central Pay Commission (CPC). With rising prices, an unending wave of inflation, and ever-increasing medical expenses, the delay in constituting the 8th CPC is pushing lakhs of retired employees into unbearable financial and emotional distress.

Despite your age-related constraints, pressing personal engagements, and even the adverse weather conditions, your presence today has turned this convention into a historic show of solidarity.

Our United Resolution:
The convention has unanimously resolved:
• To submit a detailed Memorandum to the Hon’ble Governor of Odisha, requesting him to forward it to the Hon’ble Prime Minister of India with urgency, seeking:
• Immediate withdrawal of the Validation of Pension Rules, 2025.
• End of all discrimination among pensioners created through the Finance Act, 2025.
• Constitution of the 8th Central Pay Commission (CPC) without any further delay.
• To continue strengthening the FCPA Odisha State Committee by including leaders from newly joined organizations and intensify our united struggle under the guidance of the CHQ Apex Body.
Our Appeal to the Union Government:
We remind the Government of India that a pensioner is not a burden on the nation but the very foundation on which this nation was built. To deprive us of our rightful dues is to deny dignity to those who have dedicated their lives to public service.
We urge the Union Government to reconsider its anti-pensioner policies and act swiftly to restore fairness, equality, and respect. Ignoring the legitimate concerns of millions of senior citizens will only deepen resentment and unrest.
Dear comrades,
Today’s convention has rekindled our hope and strengthened our resolve. Together, we are not just fighting for pensioners; we are fighting for the very idea of justice, equality, and respect for the elderly in our society.
Let us stay united, vigilant, and determined. Our collective voice shall rise louder, stronger, and clearer until every unjust rule is rolled back and every right is restored.

O’ nation we nurtured with sweat and dreams,
Through endless struggles, through silent streams,
Our trembling hands once built your pride,
Brick by brick, we walked beside.
We sowed the seeds, we tilled the land,
We carved your future with wrinkled hands,
In factories, fields, and offices wide,
Our youth we gave, with nothing to hide.
But now, as autumn claims our years,
We stand unheard, with silent tears,
The pension promised, the dignity due,
Fades away in policies new.
From NPS to UPS, the names may change,
But the pain we feel remains the same,
A promise broken, a bond betrayed,
Our twilight dreams in shadows laid.
O’ rulers of power, do you not see?
The past you inherit was built by we.
Our backs once bore the nation's load,
Our hopes still shine on your winding road.
The Finance Act writes our fate in stone,
A cruel divide we’ve never known,
