Sub:   Opening of more CGHS Wellness Centres in Odisha – Request regarding

 

Respected Sir,

While conveying our sincere gratitude for kind acknowledgement of our letter dated 11th February, 2024 on the above subject, we would like to inform you that expressing concern over poor distribution and accessibility of CGHS services across the  country, the 155th Report of the Parliamentary Standing Committee on functioning of CGHS presented in the Rajya Sabha on 8th February 2024 (copy enclosed for kind reference) has duly recommended the Ministry, inter alia to  take up proactive steps for setting up of new CGHS Centres  at a rapid pace in underserved areas either in relaxation of the existing norms or creating new norms for opening of new Wellness Centres, particularly for beneficiaries of rural, hilly, remote areas of the country. (Para 2.2.2 & 2.2.3).

 

In this regard, we have also appealed the Hon’ble Cabinet Minister, Ministry of Health and Family Welfare, Govt. of India. The copy of the said letter is attached here with for your kind perusal.

 

As such, we would like to sincerely request you once again to bestow your kind attention on the issue and divert a few minutes from your busy schedule in appraising the Ministry of Health and Family Welfare, Govt. of India to consider our proposal in relaxation of the existing norms for the welfare of the eligible CGHS beneficiaries scattered across the State of Odisha.

 

We are confident that your little effort in this regard will certainly bring a fruitful result and give huge benefits to the Central Government employees and pensioners in particular and meet the healthcare needs of eligible beneficiaries covering all other pillars of democratic set up in the State of Odisha.

While expressing our sincere gratitude for kind acknowledgement of our letter dated 1st December, 2023 on the above subject, we do regret to inform you that Odisha is seen to be neglected since opening of new CGHS Wellness Centres in the following cities are under active consideration by your Ministry depriving Odisha once again.

1. Vishakhapatnam, 2. Bhilai, 3. Durg, 4. Bahadurgarh, Delhi, 5. Sabarmati, Ahmedabad, 6. Rewari, 7. Rohtak, 8. Dharamshala, 9. Jamshedpur, 10. Udupi, 11. Shivamogga, 12. Mangaluru, 13. Narmadapuram, 14. Patiala, 15. Bharatpur, Rajasthan, 16. Alwar, 17. Warangal, 18. Agra, 19. Shamli and 20. Haldwani, Nainital.

As already informed, out of the 5 CGHS Wellness Centres (WCs) in toto in Odisha comprising of 30 revenue districts, three WCs are in the capital city of Bhubaneswar itself and one each in Cuttack and Berhampur which seriously fail to cater the need of the CGHS beneficiaries of the State as a whole. Barring as many as 8 districts mainly in the coastal belts, the Central Govt. employees and pensioners including the eligible beneficiaries of the Legislature, Judiciary and Press of the other 22 districts are deprived of getting proper CGHS facilities due to want of WCs nearby them.

 In this context, we would like to sincerely appeal once again to kindly consider our proposal submitted earlier for opening of more numbers of CGHS WCs / Extension Counters for providing comprehensive medical care to the Central Government employees and pensioners in particular and to meet the healthcare needs of eligible beneficiaries covering all other pillars of democratic set up in the State of Odisha.
