Subject: Nationwide Lunch-Hour Demonstration on 19 August 2026 demanding Restoration of OPS and Scrapping of NPS & UPS – Organising the programme in letter and spirit.
Dear Comrades,
The Confederation of Central Govt. Employees & Workers has decided to organise a Nationwide Lunch-Hour Demonstration on 19 August 2026 at the respective workplaces of Central Government employees across the country, demanding restoration of the Old Pension Scheme (OPS) for all Central Government employees appointed on or after 01.01.2004, scrapping of the National Pension System (NPS), withdrawal of the Unified Pension Scheme (UPS), and restoration of a guaranteed, defined-benefit pension under OPS.
The decision reflects our firm conviction that pension is not a favour or charity extended by the Government, but a legitimate component of the social security of employees who have devoted the best years of their lives to public service. A guaranteed pension provides dignity, certainty and protection in old age, whereas contributory and market-linked pension arrangements expose employees to financial uncertainty and market risks.
In this context, the 19 August Lunch-Hour Demonstration assumes great importance. It should serve as a powerful expression of the collective determination of Central Government employees to defend their right to pension security, social security and a dignified post-retirement life.
The Odisha State CoC therefore earnestly calls upon all affiliated organisations and their respective State/Divisional/Branch units to organise the programme in letter and spirit, ensuring maximum participation of employees. The following may kindly be ensured:
Organise the Lunch-Hour Demonstration on 19 August 2026 at prominent locations in front of respective offices/workplaces.
Ensure maximum participation of members and employees, particularly those covered by NPS/UPS, so that the growing demand for restoration of OPS is visibly and forcefully articulated.
Display placards, banners and posters highlighting the central demands:
RESTORE OPS – SCRAP NPS – WITHDRAW UPS – ENSURE GUARANTEED PENSION AND SOCIAL SECURITY.The programme should be conducted in a peaceful, disciplined, democratic and dignified manner, without causing disruption to essential public services.
Mobilise the employees through proper organisational channels and explain the importance of the programme so that participation becomes a conscious expression of collective concern rather than a mere formal observance.
Wherever possible, adopt and forward suitable resolutions demanding restoration of OPS and scrapping of NPS & UPS to the competent authorities, including the Cabinet Secretary, through the appropriate organisational channel.
Photographs, participation details and a brief report of the programme may kindly be sent to the Odisha State CoC soon after the programme for compilation and onward transmission to Confederation CHQ.
Comrades, the struggle for pension security is a struggle for the dignity of present and future generations of Government employees. The Government cannot simultaneously speak of social security while leaving its own employees exposed to the uncertainties of market-dependent retirement arrangements. A lifetime of public service deserves a lifetime of social security.
Let the 19 August demonstration become a united, powerful and unmistakable voice of Central Government employees of Odisha in support of a just and guaranteed pension system.
We appeal to all affiliates to rise to the occasion and make the programme massive, meaningful and successful, demonstrating once again the strength of unity and collective action.
