Bhubaneswar, 13 August 2026: The Confederation of Central Govt. Employees & Workers, Odisha State CoC today extended its fraternal solidarity to the one-day Dharna organised by the Postal JCA (NFPE Unions) at the campus of the Office of the Chief Postmaster General, Odisha Circle, Bhubaneswar, in support of its comprehensive Charter of Demands concerning the legitimate rights, dignity and working conditions of Postal employees and Gramin Dak Sevaks (GDS).
The Dharna was held under the presidentship of Com. Sapan Kumar Mohanty, Circle Secretary, NFPE R-III, and witnessed active participation of hundreds of Postal employees and union representatives across the State.
Addressing the gathering, the speakers strongly criticised the policies and administrative measures adversely affecting the Postal workforce and the functioning of the Department of Posts. They emphasised the urgent need to withdraw de-recognition orders and disciplinary proceedings against union office-bearers, stop victimisation, fill all vacant posts, protect the identity of existing cadres and implement cadre restructuring without merger.
The speakers also raised serious concern over measures affecting the RMS network, including merger and closure of RMS offices and sections, and demanded strengthening of Night Sorting and Speed Post operations. They opposed unrealistic business targets, centralised delivery arrangements, the Franchise Scheme and arbitrary audit recoveries, which, they said, place additional pressure on employees and undermine the character of the public postal service.
The Dharna further highlighted the long-pending issues of SBCO employees, GDS, MMS drivers and supervisory cadres, including resolution of SBCO issues, enhancement of TRCA for GDS working in RMS, compassionate appointment for eligible family members of deceased GDS, Special Casual Leave for renewal of driving licences of MMS drivers, and wider opportunities for eligible LSG/HSG officials to appear in PS Group ‘B’ LDCE.
The demand for filling all vacant posts in every cadre, relaxation of the 66.6% condition under Rule-38 transfers, adequate funds for departmental buildings, extension of CGHS benefits to eligible promoted GDS and formulation of transparent norms for Speed Post and Parcel processing in Hubs also figured prominently.
The gathering also reiterated the demand for merger of 50% DA with Basic Pay with effect from 01.01.2026 and grant of Interim Relief immediately, describing these as essential measures to provide relief to employees facing rising living costs.

Bimal Prasanna Das, Ex-Divisional Secretary, NFPE P-III, Cuttack City Division; Com. Ghanashyam Panda, Divisional Secretary, AIGDSU, Bhubaneswar Division; Com. Jogesh Ch. Sahoo, Ex-All India Vice President, AIGDSU; and Com. Fanibhushan Tripathy, Divisional Secretary, NFPE R-III, RMS N Division, Cuttack, besides many other comrades.
The Confederation Odisha State CoC expressed its firm solidarity with the Postal JCA and affirmed that the legitimate demands of Postal employees and GDS are inseparably connected with the broader struggle of Central Government employees for job security, dignity, social security, adequate staffing, protection of public services and workers’ rights.
The Confederation called upon the Government and the Department of Posts to engage with the recognised unions in a meaningful manner and resolve the long-pending issues through negotiation rather than confrontation.
The Confederation Odisha State CoC reiterates that workers’ rights cannot be secured through silence. Unity, collective action and democratic struggle remain the strongest instruments in the hands of working people.
