The Divisional Level Study Camp organized by NFPE P-IV and AIPEU GDS, Berhampur Division along with their Biennial Conference on 24-25 December 2023 concluded successfully

My Dear GDS brothers and sisters,
I know , you are all now in a very pensive mood for the mass victimization  by our authorities due to participation in the nationwide strike from 12th to 15th December 2023. Wrong or right, it doesn't  matter now. The fact is that you have participated in the strike at the call of the GDSJCA and now victimized. The situation warrants to find out the ways and means to come out of the arbitrary  punishment order forcefully issued to many of you.  Now the time is to face the situation most patiently.

The first thing is that you have not participated in this strike for the first time. Many of you have already participated in many such one day, two days, 5 days, 14 days, 16 days strikes earlier without any punishment except 'No Work, No Pay.' So there was nothing new for you all to be frightened to participate in this strike.

Secondly, soon after the strike was declared illegal by the Department with direction to join failing which action will be taken as per Rule 23, you have joined without any further continuance.

Thirdly, the Department has ordered to treat the strike period from 12th to 15th as 'No Work, No Pay.'

Thus, when except the above two categorical orders, there was no such order issued by the Department to give major punishments under Rule 10 (b),  now orders of punishment and charge-sheets issued to you all selectively only depict the whimsical  decision of the local authorities. The compulsion behind such activity of the subordinate authorities is best known to them.

Anyway,  in the recently concluded Study Camp organized by NFPE P-IV and AIPEU GDS, Berhampur Division on 24-25 December, 2023, the aftermath of the 4  days nationwide Strike of GDS from 12th to 15th current inviting mass victimization through terminations and charge sheets  were discussed in details by Com. R N Dhal, State General Secretary AIPRPA, Odisha. The relevant  GDS (Conduct and Engagement), Rules in tandem with the Directorate's orders issued recently in this regard were made aware to the participants alolgwith further course of action. Myself and Com. Debabrata Mohanty, Ex-General Secretary, NFPE P-IV CHQ added some inputs with many suggestions to move ahead in this period of crisis.  Com. Janardan Majumdar, Secretary General, NFPE and Com. Tapan Bhowmic, General Secretary, AIPEU GDS answered the queries  of the GDS and assured to do whatsoever possible on their part to give justice to the victimized GDS.  As assured, incontinuation of letter dated 18.12.2023, NFPE CHQ will appeal the Secretary / DG (Posts) to guide the subordinate officers properly to refrain from mass victimization failing which NFPE will decide its own action to protect the GDS. This apart, all Circle Secretaries of NFPE affiliates will also be asked to stand with the victimized GDS.

A very nice programme in a very crucial moment. Thanks to Team Berhampur for such a nice initiative to encourage our GDS brothers and sisters. There is nothing to get panic. NFPTE/NFPE has witnessed such victimization  earlier and overcome the situation. Time will take it's own course. Sincere appeal to the leadership of NFPE affiliates to stand with our GDS staff members strongly.

Let's  stand united to overcome the crisis. We will overcome.

Warm greeting for the Christmas 2023 and advance good wishes for the English New Year 2024 .

Comrades yours.

BRUHASPATI SAMAL
General Secretary
