NCCPA CHQ writes to Honourable Prime Minister to reconsider the Amendment made by the Govt to Rule 8 of CCS (Pension) Rules, 2021 (Now Rule 9 of CCS (Pension) Rules 2021 after repealing

Sub: Request for reconsideration of the amendment to Rule 8 of CCS (Pension) Rules, 2021 to bring status-quo-ante – regarding.


Ref: DOPT OM No.F.No.38/41/19-P&PW(A) [6018] Dated 10.04.2023.


This CHQ of National Coordination Committee of Pensioners Associations, the Apex body of different Central Government Pensioners Associations, is shocked to see that the Rule 8 of CCS (Pension) Rules, 2021 (Now the repealed Rule 9 of CCS (Pension) Rules 2021) is amended to grant extreme powers to the subordinate authorities without referring the disciplinary cases of Pensioners of Central Government to the President of India and to the UPSC but deciding the ultimate punishment by the Secretary of the Administrative Machinery. The DOPT OM referred above may be reconsidered. This NCCPA prays for restoration of the Rule 8 of CCS(Pension) Rules, 2021 to the position of status-quo-ante for the following reasons:


1.     In cases of bias against the Government Servants by the Subordinate Authorities and the disciplinary cases initiated to cover up the failures of the Authorities themselves for any loss caused to the GOI, the referring of the matters to the UPSC for its impartial judgment and the compulsion to refer the issue to the President of India for a final decision of withholding /withdrawal of Pension / Gratuity, will be one and only remedy available to the retiring Government Employees who are the victims of bias shown by the Subordinate Authorities.


2.     After serving the members of Public and to the Government for decades from the time of recruitment, the only option available to the Government Servants against any initiation of disciplinary cases at the fag end of their service, the status-quo-ante position was acting as a deterrent. Now that the Secretary of the concerned Administrative Machinery can decide the final fate of the Pension / Gratuity without referring to UPSC and to the President of India, enormous powers are granted to the Officers to continue the bias perpetrated by the lower authorities. There is no guarantee that the Secretary of the Administrative Ministry will act judiciously before withholding / withdrawing of Pension / Gratuity because of the fact that the Administrative Ministry also may be influenced enormously by the lower authorities, being the same Department / Ministry.


3.     The UPSC and the President of India being away from the concerned Ministry / Department, are now judiciously applying their minds to each case. The decisions of the UPSC and the President of India are now practically seen in many cases to go against the ill-verdict of the Disciplinary Authorities. This only protection available to the Government Employees who served decades to the Department before retirement is also being snatched away. The Government Employees are thrown to the whims of the Administrative Authorities by this amendment of removal of compulsion to refer the matter to the decision of UPSC and to the President of India.


This NCCPA CHQ requests the Honourable Prime Minister of India to intervene personally and cause to restore the Rule 8 of CCS (Pension) Rules, 2021 (the repealed Rule 9 of CCS (Pension) Rules, 2021) to the Status-quo-ante position and grant the only protection available to the retiring Government Employees after serving for decades to the GOI and to the members of Public at large. The reconsideration by the Government will be appreciated by all the senior citizen community in our country.

Respectful Homage to Com. Banshidhar Mohanty, Odisha's undisputed legendary reverend leader on his 1st Death Anniversary


        Observed the 1st year Remembrance Day and SHRADHANJALI SABHA  of Com Banshidhar Mohanty on 27.07.2023  at 6.30 PM in SN Sircar Memorial Hall, Jobra Road, Cuttack who was  a great and Legendary Leader not only of RMS/ Postal Employees or Central Government Employees and Workers in Odisha but also a great and tallest leader of all Middle Class Employees in Odisha state as well as a  real Sadhu/ Monk, Founder of Shri Shri Bijay Krushna Ashram, Shikharpur, Cuttack-3. 

He was a bachelor. 

He was the founder father of NFPTE/ NFPE in Odisha Circle and an uncontested leader in P& T Department / Department of Posts since 1960 to 2008 . He was one of the founder father of Cuttack City Coordination Committee of Unions and Associations and one of the founder father of Odisha Shramik Karmachari Ekta Manch. He was the founder of Confederation of Central Government employees and workers CoC in Odisha and continuing as its Chairman / Advisor from 1957-58 to till his last breath. He was the Founder Advisor/ Chief Patron of All India Postal and RMS Pensioners Association of Odisha State Committee. 

His entire life was dedicated and sacrificed for the interest of others. He was Lord Jagannath Premi and Hanuman Sadhak. 

He was always against Communalism and fighting against the wrong policies of the Union Government through strikes and struggles and led the All India Strike while in service and after till holding the Posts of Chief Executive of the Unions/ Associations. He hates to class feelings and loved all irrespective of all class, castes,  and creeds. He was loving all religions and against the Hindutwabadi. He was against the policy of RSS and BJP from very begining. 

He was fond of feeding others by cooking in his own hand. He was a simple man / sadhu and never a showy like others. He was so many qualities for others to learn from. He was our Master, Guide, Philosopher. He was like our own father and mother and more than them. He was our like our home guardian. He was our light and torch bearer. We became orphan since his departure from us from 27.07.2022 and now when serious attacks are coming on Trade Unions and workers, in the same time Com Banshidhar Mohanty is not with us. We are holding his 1st death anniversary and Shradhanjali Sabha today to remember his dedicated and sacrificed life and if we will follow his foot prints in our union life and personal life as well, then that will be the real Homage and deepest tribute to him who was our legendary leader. 

In today's meeting many organizations attended like  CITU, AITUC, State Government employees, Central government employees like RMS, Postal, Postal Accounts Office , Bank,  LIC, General Insurance, OSRU, OSEA, many Pensioners Associations like AOLICPA, OSREF, AIBDPA, Bank Pensioners Association and  our AIPRPA. 

Com Janardan Pati, State President of CITU attended and addressed and told about the life of Com Banshidhar Mohanty after Com R N Dhal placed his report prepared in brief on the life history of Com Mohanty follwed by flower garlandings and flower tributes to the portrait of Com. Mohanty and after a two minutes silence in the house for him. 

Among others, Local MLA Shri Souvic Biswal attended and offered flower garland to the portrait of Com. Mohanty and others 20 Comrades from all other organisations addressed. Com R N Mallik, senior Comrade and a famous leader of Cuttack city presided over meeting. 

Com Kishore Jena, senior Leader of AITUC and Com Amarendu Mohanty from AITUC, Com Abhay Das from Ck City CoC,  Com Prakash Ray from Bank, Com M G Barik, From LICPA, Com G N Behera from OSREF, Com Bruhaspati Samal from CCGE&WCoC, Shri Lalitendu Pradhan, Former SSRM/ DPS/ PMG, Odisha Circle, Dr Adv Purusottam Chulli, Orissa High Court, Com D B Mohanty, G.S P-4 CHQ, Com Bishnu Pd Das and Com Bimal prasan Das from Postal, Com Fani Bhusan Tripathy from RMS and Mrs. Sujata Mohanty  one of  the closed associate of Com. Mohanty and as like as his own daughter addressed in the Shradhanjali Sabha. 

Many Comrades from Bhubaneswar, Jajpur, Bhadrakh, Balasore, Dhenkanal who are Budha'Pa loving came to attend this meeting.

About 150 members from different organisations attended in today's meeting and made it a grand success. 

Com R N Dhal being the successor of Com Banshidhar Mohanty in union field organised this function on behalf of AIPRPA as it's state secretary and  as President of CCGE&W CoC, Odisha State Committee.

Preparatory meeting of CTUs and Independent Federations held in INTUC Office, Bhubaneswar on 22nd July, 2023 to celebrate Kranti Diwas on 9th August, 2023

 


The preparatory meeting of Central Trade Unions and Independent Federations was held in INTUC Office, Bhubaneswar on 22nd July, 2023 to celebrate Kranti Diwas on 9th August, 2023. 

It was unanimously decided to organize a huge rally of as many as  5000 participants represented by all Trade Unions and Independent Federations at 10 AM on 9th August, 2023 from Raj Mahal Square to Master Canteen Square, Bhubaneswar and hold a grand meeting near Dharna Sthal highlighting the policy deficiencies of the State and Central  Govt. affecting the life of common men including workers and employees. 

The Draft Declaration already adopted in the State Level Convention held in Bhubaneswar on 21st May, 2023 (reproduced here) hold good for the purpose.

Com. Dusmant Das of CITU presided over the meeting. The representatives of all the CTUs in Odisha except BMS including representatives from Independent Federations, viz; Bank, LIC, GIC, AISGEF etc had attended the meeting.

On behalf of Confederation of Central Govt. Employees and Workers, Odisha State CoC, Com. B Samal, General Secretary attended the meeting.

Sincere appeal to all the leadership of all the affiliates of Confederation of Central Govt. Employees and Workers, Odisha State CoC to get ready for huge participation in the proposed programme and to make it a grand success. 





NCCPA HELD SUCCESSFUL. MARCH TO PARLIAMENT RALLY ON 21.07.2023!

          NCCPA program of Rally at Jantar Mantar, despite problem of shifting the venue of rally by Delhi Police at the last minute, held successfully. Comrade K. Ragavendran SG NCCPA initiated and concluded after all speakers.

Comrade VAN Namboodiri anchored the programme. Comrade Shiva Gopal Mishra President NCCPA addressed the gathering and comrade Umesh CITU All India Secretary inaugurated. Comrade John Brittas Member of Parliament addressed.  Comrades S.B.Yadav SG Confederation; Janardhan Mazumdar SG NFPE; S.P.Singh Leader from AIRF; S.Sreedhar President AIRRF; K.G.Jayaraj GS AIBDPA; D..K.Debnath GS AIPRPA; Subash Chandra Pandey Audit & Accounts Pensioners Assn; A.K.Ghosh WB COC; T.N.Venkatiswaran GS CGPA Kerala; Suresh GS All Bank Retirees Forum of Kerala; and many other leaders addressed.

More than 1500 pensioners attended and demonstrated at the call of NCCPA.

At the end of Rally the signature campaign materials and memorandums were submitted to the Honourable Prime Minister by Comrades K.Ragavendran and VAN Namboodiri taken by the Police Van from Jantar Mantar venue to Parliament Staff who accepted the memorandum on behalf of the Prime Minister - KR SG NCCP
